New high output jammer device design

So, something I want to work on ever since I read about the ladyada wave bubble (ladyada.net) is the idea of a programmable jammer which can be adapted to new freq ranges via usb port programming from a pc. We will need a PLL, VCO, Amp stages, and the input sawtooth wave. I'll have to begin looking at this and have already found a few pll/vco combo chips which might be nice (137mhz to 4.4ghz anyone!?). The ugly part is I'm still rather new to rf engineering but I'm gonna give it a shot. Any advise/input?
